Hesseren did not begin with greeting. She did not, by any small softening, ease her guest into the chamber. She set the book aside on the bench beside her, folded her hands on her lap, and looked at Kira with the steady patient attention of a woman who had not, in the chamber, been waiting for Kira. She had been waiting for what Kira would, when prompted, say.
"Your prince sent you."
"He did, mother."
"He sent you with a sealed letter."
"He did."
"Open it."
Kira took the leather case from inside her travelling coat. She opened the case. She broke the seal. The seal cracked cleanly, the way a seal cracked when its wax had been laid by a hand that did not press too hard. Inside the case was a single sheet, and on the sheet were three lines in Tovalen's careful hand.
Witch-Mother of the Sand-Witch Council. We have begun, in the north, to read what you have, by the kindness of your silence, allowed us to read. We send Kira Morrow because she is the woman in our court whose ear is closest to the ground. We ask only the courtesy of a question.
There was no signature. The lines were unsigned because the lines did not, in Tovalen's reading, require signing. Kira looked up. Hesseren had not moved.
"What is the question, child."
Kira did not consult the page. She had been a spymaster long enough to have rehearsed the question, in many phrasings, on every league of the salt road.
"Have the witches of Vornholt named the man who has been working in the north."
Hesseren did not blink. She did not turn her head. She did not, in any of the small ways a council-mother might have softened a difficult answer, soften this one.
"We named him two years ago."
The chamber was silent. The shaft of light on the floor moved a small fraction. Kira heard, from outside the slot, the very distant sound of a dog. She did not, for the length of three breaths, speak.
"May I know the name you gave him, mother."
Hesseren considered her. The considering was not the considering of a woman who was deciding whether to answer. It was the considering of a woman who was deciding how. After a moment she lifted one hand and made a small gesture toward a low table that Kira had not, in her first sweep of the chamber, registered. On the table was a single object, no taller than a child's hand: a small carved figure of a man, seated, leaning forward, with what appeared to be one hand spread upon a flat surface in front of him. The figure had no face. The carver had not given him one. The posture, however — the posture was rendered with an exactness that struck Kira before she had named what she was looking at. The angle of the shoulders. The set of the head. The way the spread hand rested on the table, fingers slightly apart, as if he had laid it there to think against the wood.
Kira had never seen Drexel. No mortal in the north she trusted had seen Drexel. Major Raven, in his report through Caedrin, had described what Silas Grimshaw had described to him; Silas had described what he had glimpsed at distance on the night of the cathedral; and the description had passed through three sets of hands before it had reached her. The figure on the table matched the description in every particular Kira could have asked it to match.
"We call him the man at the working table. We carved this when we first read him. We carved it correctly because we had read him correctly. We have not, in the two years since, needed to amend the carving."
"Mother."
Kira's voice was steady, but she heard, in her own ear, the small thin tone of a woman who was holding more than her voice was being asked to carry.
"Mother — why did you not warn the kingdoms of the north."
Hesseren took the question. She took it the way an old woman took a question from a child who had not yet learned the categories of the world. She did not, on her face, register annoyance. She did not, by her tone, indicate that the question was beneath her. She simply, at last, answered — and the answer was the season's load.
"It is not Vornholt's role to warn outsiders, child. Vornholt's role is to see. The seeing is older than your kingdoms. The seeing was here before the road in had a name. The seeing was here before your celestials were named. We see the figure at his table because we have always seen the figures at the tables, in every age in which figures have sat down at them. We have not, in any of those ages, walked north to tell men what we have seen. We do not interrupt the tables. That is not our office."
"Two years, mother. The kingdoms have buried, in those years —"
"I know what the kingdoms have buried."
She said it without raising her voice. She said it without softening. She said it the way a woman of her age and office said a sentence she had said, in her chamber, to herself, every dawn for two years.
"I know the men who have died. I know the towns that have been emptied. I know the small slow shape of his work in the eastern downs. I have known these things in the order in which the salt has informed me of them. I have not, by knowing them, been given the office of carrying the knowledge across the salt to a court that had not, in two years, sent me a letter. Your prince sent me a letter today. Today I am answering it. That is the proper order."
Kira looked at the figure on the table. She looked at the witch-mother. She had been a spymaster long enough to know that there were responses one did not give, in an old woman's chamber, to an old woman who had explained, in her own voice, the architecture of her silence. She gave none of them. She bent her head.
"Then I thank you, mother, for the answer."
"You will take the figure with you."
"Mother?"
"Take it. Carry it home. Set it on your prince's table. Tell him we carved it two years ago. Tell him it was correct then. It is correct still. The figure is yours, Kira Morrow. The salt has been keeping him for the day a hand from the north came to ask."
Kira lifted the figure carefully. It was lighter than she had expected. The wood was warm — not from the air of the chamber, which was cool, but from some small private warmth the figure itself carried. She wrapped it in a fold of her coat and put it into the case where the letter had been.
She rose.
"Mother. May I ask one more question."
"Ask."
"Why today."
Hesseren regarded her. The faintest possible thinning of expression, which on a younger face would have been a smile, passed across her mouth.
"Because the man at the table has, this season, paused his work for the first time in a year. We have read the pause. The pause means he has seen, somewhere in the north, a measurement he had not accounted for. He has accounted for it now. The accounting has cost him a season. The season is the only space in which the north can act, child. We do not warn. We do not act. But we are, today, willing to be answered. That is why today."
She inclined her head. Kira inclined hers. The audience was over. The kingdom that had not warned anyone had nevertheless, in its way, waited; and the waiting, the chronicler would later record, was now over.
