It took the Doge of Marrowport four days to compose the letter.
He composed it in his residence, at the desk in the small private library that opened off the bedchamber, in the slow uneven hand he used only for letters he did not intend his clerks to file. He had not, in twelve years as Doge, written a letter to a princess. He had not, in his entire life, written a letter to a princess of Krypton.
He wrote the first draft on the night of the third day. The draft was the draft of a Doge who had been Doge long enough to write any letter at all. It was correct. It was courteous. It opened with the proper acknowledgement of the princess's recent travels. It asked, in the proper veiled language, after the princess's health.
He read it back. He saw at once that it was not the letter.
He spoke aloud once to the fire. He had taken to speaking to the fire, in the small private library, in the past month.
"It is correct. It is courteous. It is filed within the hour. It is read by the wrong hand by morning. It is not, by any reading I have, the letter."
The fire did not, on the speaking, answer. He had not expected it to. He burned the first draft in the small fire that had been laid in the library's grate. He sat for a long time afterward without writing the second.
He wrote the second on the night of the fourth day. He wrote it shorter. He wrote it less courteous. He wrote it in the small unguarded language of one careful person addressing another careful person in the absence of intermediaries. He did not, in the second draft, mention his office. He signed it with the name his mother had used for him, which was not the name on the seal of his city.
To the lady who reads. I have been counting my harbour. The harbour does not reconcile to itself. The fault is not in the count. The fault is in a hand that has been writing my receipts for two and a half years. I do not yet know whose. I write because you, I am told, have been reading letters that did not arrive, in a winter that has not yet come. If you would receive from me, by a courier you trust, the count I have begun to keep, I would be obliged. I am not, in the writing of this, in a position to instruct my own clerks. — R.
He read the second draft three times. He did not change a word of it. He sealed it with a wax he had not used in twelve years — a plain white wax, without his city's seal, with only the small private mark his mother's family had used on the letters between sisters in a generation now dead. He addressed the outer wrap to a name and a hand that was not, properly speaking, in any kingdom he had ever written to.
The hand was Kira Morrow's.
He called Pevran into the library. He did not stand to do it. Pevran came in the careful step of a clerk who had been called into the library at this hour twice before in twelve years and had not, on either occasion, asked why.
"Pevran."
"Doge."
"There is a courier in the alley. She has been there for two hours. You will not see her face. You will not need to."
"No, Doge."
"You will give her this. You will say to her, in this order, three words: the lady reads. She will say nothing in return. She will go."
"Doge."
"If anyone in this residence asks you, tomorrow or in any of the days following, what you took out the back door tonight, you will say you took out a draft of a letter to the harbourmaster's office that the Doge had asked you to burn."
"Doge."
"And you will burn one, before morning, in the kitchen grate. You will burn it in the sight of the cook."
"Yes, Doge."
"Tonight, Pevran."
"Tonight, Doge."
He gave the letter to Pevran. The clerk took it, without speaking further, to the small back door of the residence and from there to a courier who had been waiting in the alley for two hours. The courier was a woman of perhaps thirty, in dark travelling clothes, with no insignia. The Doge did not see her face. He stood at the window of his small private library and watched the alley as the long Marrowport rain began, very slowly, to start.
The letter reached Caedrin-by-the-Lake on the eighth night of its journey. It travelled by ship to a small fishing harbour on the southern Caedrin coast, then overland by a route that did not appear on any postal map, then through a private gate of the inner court, and finally to the small chamber above the lake-shore where Kira Morrow had been, that evening, finishing a different correspondence entirely.
She was alone. The room was lit by a single oil lamp on the low writing desk and by the cold reflected light of the lake.
The courier was admitted by the door behind her desk. The courier did not speak. The courier set the sealed letter on the corner of the desk and, on Kira's small lift of one finger, paused.
"By whom."
"The lady reads."
"Three words, no fewer."
"Three words."
"Go."
The courier withdrew through the same door.
Kira finished the sentence she had been writing in her own correspondence. She blotted it. She set the pen down. She looked at the letter on the corner of the desk.
She knew the seal at once. She had not, in her career, seen the seal in the wax of any letter that had crossed her desk. She had seen it in three places before — in a private archive she had spent two summers reading without permission, in the corner of a portrait at the edge of a room she had not been meant to enter, and in a small carved figure she had once been shown, as a child, by her mother's mother. That grandmother had said, when the figure had been lifted from its cloth, the only sentence about the mark Kira would ever hear from her family.
"This is the sister who chose silence."
She had never asked her grandmother who the sister had been. She had not, in the years since, needed to. The mark was a mark a city did not wear. The mark was, on the wax of the letter on her desk, the small private signal of the Doge of Marrowport that she had not been expecting in her career.
She did not, for a long count, open the letter.
She broke the seal.
She read the letter once, slowly. She read it twice. She did not, at any point in the reading, change expression. She set the letter down on the desk. She lifted the small brass weight she kept at the corner of the desk for letters she intended to forward. She placed the weight on the letter.
She rose. She went to the door behind the desk. She opened it.
"Bring me Tael."
The man at the door went without speaking. Tael came, in the small unhurried walk of a courier who had been called from her bed at this hour twice in the past month. She stood at the desk.
"Mistress."
"There is a bundle. There will be, by morning. You will ride before first light. Vextar."
"Mistress."
"You will not, on the road, open the bundle. You will not, on the road, allow it to leave your person. You will give it, in Vextar, only to the hand of the heir, and you will ask, before giving it, the question I have given you to ask. The answer you receive will be the answer she has been keeping, in her chest, since the winter."
"I know it, mistress."
"Repeat it."
The courier repeated, in three words, the question and the answer Kira had given her three months ago to memorise. Kira nodded once.
"Go and sleep. You ride before light."
"Mistress."
The courier withdrew. Kira sat at the desk for a long count. She lifted the pen. On a fresh sheet of her own, in the careful even hand of her office, she began to draft a covering note.
The covering note was three lines long. It said that a correspondent in the south, whose identity could be confirmed by means she would describe in person, had begun a count of his own harbour that did not reconcile. It said that the correspondent was sending, by way of her hand, the substance of his count to a princess in the north, on the request of a lady who reads. It said, in the third line, that she had read the letter herself before forwarding it, and that the letter was, in her professional opinion, what it claimed to be.
She sealed the covering note and the original letter together. She gave the bundle, in the morning, to Tael, who had been at her cot before light.
She watched the courier leave from the lake-shore window. The cold reflected light of the lake had not changed. She stood at the window for a long count, and she did not, in the standing, allow herself the small private satisfaction of knowing that three kingdoms had now written to one another in handwriting their own kings could not authenticate.
She did not, properly speaking, work for kings.
She worked for the chronicle. The chronicle had, that night, acquired a shape.
Three letters now lay in three boxes in three cities, and a fourth had begun to ride. The shape of the correspondence was no longer the shape of three private alarms. It was the shape of an alliance whose members had not yet permitted themselves to recognize it. The Doge in his Marrowport residence did not know that the princess had, that same week, begun a count of her own kingdom's military registers. The princess in her quarters at Vextar did not know that the Doge had begun a count of his harbour. The spymaster at her desk in Caedrin-by-the-Lake knew of both, and did not, in any letter she wrote or did not write, allow either to know that she knew. A conspiracy of competent persons, at this hour of the chronicle, had not yet been a conspiracy. It had been three separate alarms, ringing in three separate cities, with one unannounced ringer at the bell-rope of all three.
The chronicle had a shape. The shape had not been chosen by anyone in it.
